Parks and Open Space Department: Ron Stewart Preserve Elk and Vegetation Management. The second year of elk and vegetation management on Ron Stewart Preserve at Rabbit Mountain ended on January 31, 2019. The second managed hunting went smoothly and is moving Parks and Open Space (POS) in the direction outlined in the management plan: reducing the numbers of elk using Ron Stewart Preserve year-round, reducing impacts to the property’s diverse vegetation, and getting elk to move beyond their six-mile high use area. This presentation will review the first 2 years of implementation and make recommendations for the third-year plan. Seeking approval of staff recommendations for year 3 of the Elk and Vegetation Management Plan.

Land Use Department Dockets BCCP-18-0004 & BCCP-18-0005: Boulder County Comprehensive Plan Housing and Economics Elements; The Housing and Economics Elements of the Boulder County Comprehensive Plan (BCCP) are undergoing revision. Staff will present draft policy language and topics for consideration to both the Board of County Commissioners and Planning Commission at a joint study session. Staff will cover outcomes from public outreach efforts to date, as well as review example comprehensive plan policies from peer jurisdictions. Housing topics include diversity of housing choice, preservation of existing housing stock, the nexus between transportation and housing, agricultural worker housing, and housing for seniors and vulnerable populations. Economics topics include recreation, tourism, preservation of rural character, public/private partnerships, agriculture, and economic viability. Feedback from the study session will inform staff’s revision of policy language. The study session will include a public comment period.

Parks & Open Space Department: staff proposes to amend the transition plan for genetically-modified (GM) (genetically-engineered, or GE) crops on Boulder County agricultural land. The plan includes a summary of efforts to facilitate the transition from GM crops on county-owned agricultural lands. The proposed plan includes a revision to the current transition plan to allow for additional support for tenants to transition from GM crops.
